Over the past two decades, the quality of life for Black Californians has improved, but racial inequality persists compared to other racial and ethnic groups, according to “The State of Black California,” a new report from the Black Policy Project, an initiative of UCLA’s Ralph J. Bunche Center for African American Studies. Despite average growth of 21.7% in socioeconomic outcomes based on the Equality Index, Black Californians still have the lowest score of all racial minority groups, with a score 30% lower than white Californians. In addition, the Black Californian population decreased from 2.2 million to 2.1 million, while within the state, Black Californians moved out of urban centers to places such as the Inland Empire and Sacramento. State-wide ballot measures which produced education and criminal justice policy changes have contributed significantly to some improvements in outcomes.
